Action Against Hunger is looking for a Country Logistics and Security Manager based in its office in Erbil.
Work place: Erbil with frequent visits to ACF areas of interventions.
Type of contract: 6 Months – Fixed-Term contract with the possibility of extension.
Working Hours: Full Time Contract of minimum 40 hours per week up to a maximum of 48 hours per week
Monthly Basic Salary: Action Against Hunger provide competitive salary according to ACF salary grid.

The purpose of the position:
Implement the logistics and security policy of the mission to ensure good performance and provide the best possible support to the programs throughout his/her zone.
RESPONSIBILITIES:
Mission 1: Define the strategy for the relevant sub-sectors at country level in conjunction with the Country Director
- Define the strategy and the related budget planning for the country in collaboration with the Country director and regional Logistics Expert
- Anticipate program needs and coordinate planning with the strategy;
- Improve the country strategies according to the needs communicated by the bases.
- Implement the regional logistics strategies at country level with support of regional Logistics expert.
Mission 2: Participate in Project cycle Management
- Participate in the writing of project proposals as a technical expert for procurement and budgeting with support of regional logistics Expert
- Work with Program Managers and/or HOD on Project Procurement Planning
- Participate in Project meetings ( grant review / Budget follow up )
- Support program in Logistics Assessment of new area of project Location
- Participate in identification and assessment of Local partner for project cycle management analysing the risks in logistical matters and formulating recommendations concerning the selection of partners
Mission 3: Supervise the management of the country supply chain (purchasing, procurement, storage and deliveries)
- Ensure the country authorized signature table is in place and updated in compliance with the role and responsibility aligned with the Link system.
- Develop country Supply plan according to Procurement planning
- Ensure that procurements are consolidated in order to avoid split and numerous procurement process
- Initiate the procurement process based on the applicable threshold and follow the ACF procurement procedure.
- Conduct national tender at country office level with support of regional Logistics Expert
- Validate and obtain other validation according to Authorize Signature table
- Define and implement procurement strategy (framework agreement/pre-qualification ) on the mission based on needs
- Ensure compliance with ACF’s logistics procedures and supervise the application of these procedures internally for bases and by suppliers
- Verify and compile the monthly report for the supply chain part (KPVI, PFU, )
- Ensure that all supply chain documentation and purchasing records are complete (PD, SRO, DN), scanned and archived physically and electronically
- Analyze and report on supply chain indicators and performance to Country Director
Mission 4: Ensure proper management of the LINK software at country level
- Be the LINK focal point with the regional LINK manager (under the supervision of the Logistics Expert);
- Inform the regional LINK manager about malfunctions and inconsistencies in the software.
- Provide adequate training to all new users of the software (applicants, logistics users);
- Managing LINK data (delivery locations, local markets, local suppliers, taxes…).
- Ensure link is up to date with closure of Procurement lines , purchase lists, PD , invoices.
Mission 5: Management of General Services: vehicles, energy, ICT
- Be the budget holder for logistics functional costs and ensure the costs are well monitored.
- Supervise the management of the fleet: maintenance, cost monitoring, administrative management (insurance and documents).
- Check the fuel consumption and take measures to avoid any fraudulent actions.
- Supervise the compliance of facilities with energy standards;
- Supervise the secure, high quality and continuous power supply to the bases.
- Assist in the implementation of the ACF environmental policy on the country office.
- Analyze the indicators and performance of General Services and report to the Country director
- Oversee the management of equipment and ensure the updating of the country office equipment list;
- Supervise the management of the country office’s IT and telecom resources with the support of the regional ICT manager.
Mission 06: Support the Implementation of ACF’s Security Management System
- Oversee the daily operational management of safety, security, and access matters across the mission.
- Provide regular context updates and contribute to access analysis, in collaboration with the Regional Security Advisor, by producing or supporting analytical notes highlighting key access developments and their potential impact on ACF operations.
Mission 07: Strengthen ACF’s Access and Security Awareness
- Monitor international/national staff movements (resident and visiting) and ensure they are appropriately tracked and informed.
Mission 08: Participate in Internal and External Meeting
- Attend weekly coordination meeting and provide sectoral updates and action plans
- Work with HR, Finance and Country director on Financial Planning of Logistics and security
- Attend project Kick off and lesson-learned meetings.
- Attend weekly calls/Meeting with Regional Logistics Expert
Mission 9: Manage the logistics and security team
- Establish a work plan.
- Ensure team JD(s) are up-to-date
- Conduct Yearly appraisal of team and provide action plan where needed
- Ensure Logistics and Security Organogram is updated
- Monitor the planning of the logistics team at the country and field office level
- Delegate activities and verify that they are carried out;
- In the absence of a direct team member, take over the activities.
- Provide technical support to the team as needed.
Recruitment Criteria:
Qualification/Degree
- An advanced University Degree (Bachelor’s Degree required, Master’s Degree preferred) in Logistics or related/relevant field
Professional Experience
- 3-5 years minimum of professional experience in Logistic and Security.
Technical/Specialized Skills
- Good knowledge in supply Chain: Procurement, Stocks, Transport, Quality
- Good Knowledge in Fleet and Energy Resource: Vehicle & Fleet Management, Equipment Fleet Management, Management of energy sources and resources,
- Good Knowledge of the management of means of communication (voice and data), ICT and Network Management.
- Good Knowledge of national and international Tender processes
- Knowledge of the rules of funding bodies in respect to Logistics (ECHO, Europaid, UN, USAID and OFDA)
- Good Knowledge of Security Management, Risk, data and reporting analyses.
